This issue belongs to Cook Islands' extended series of thematic commemoratives produced throughout the 1990s, a period when the territory aggressively licensed its minting authority to foreign producers — primarily the Pobjoy Mint — to generate revenue well beyond what its domestic economy could sustain. The coins circulated nowhere and were sold almost entirely to collector markets in Europe and North America.
