Liberia's commemorative program of the late 1990s and early 2000s was essentially a licensing operation — foreign distributors contracted the government's minting authority to produce coins with no meaningful connection to Liberia, sold almost exclusively to collectors in North America and Europe. The Battle of the Little Bighorn, June 25–26, 1876, in which five companies of the 7th Cavalry were wiped out under Custer, has nothing to do with Liberian history by any stretch.
Mintages for these issues were rarely audited, and secondary market values have remained flat since original issue.
