Liberia's celebrity and commemorative coinage program of the late 1990s and early 2000s was frankly a revenue operation aimed squarely at foreign collectors, issued under licensing arrangements that had little connection to Liberian monetary history. Barbara Bush appeared in a series alongside other American First Ladies, none of which were intended for domestic circulation. The coins were struck by foreign private mints and sold directly into the collector market.
