Kiribati has no domestic gold reserves and no minting facility — this piece was produced entirely for the international collector market, almost certainly struck by a private mint on contract. The 1999 date places it within a wave of Pacific island nation commemoratives flooding the market ahead of the millennium, many issued by governments that had little meaningful role in their conception beyond licensing the authority to strike.
