The Eastern Caribbean Central Bank replaced the East Caribbean Currency Authority in 1983, but the note designs introduced at that point changed relatively little over the following two decades. The 2003 issue belongs to a long-running family of De La Rue-printed notes whose design continuity was, by that point, unusual among Caribbean issuing authorities — most had undergone at least one full redesign in the intervening years.

De La Rue's security specification for this series relied on a windowed security thread rather than the fully embedded threads already standard on many contemporary issues, a cost-driven decision reflecting the small aggregate print runs required for a currency shared across eight territories.
