The 2004 series $20 note was the second iteration of the redesigned Federal Reserve note introduced in 2003, incorporating a multicolored background — the first time color had appeared on U.S. currency since the Gold Certificates of the early twentieth century. The shift was driven by the Secret Service's escalating concern over desktop inkjet counterfeiting, which had become a measurable problem by the late 1990s.

Marin served as Treasurer under George W. Bush from 2001 to 2003, making her signature the earlier of the two on this series. Snow replaced Paul O'Neill as Treasury Secretary in February 2003 following a policy dispute over tax cuts.
