Vietnam issued silver collector versions of several circulating denominations in 1989, a period when the country was deep into its Đổi Mới reform program — the sweeping economic liberalization launched in 1986 that dismantled central planning and opened Vietnam to foreign investment. Hard currency was scarce and strategically valuable, and silver proof issues like this one were produced explicitly for export sale to overseas collectors, not domestic circulation. The foreign exchange they generated was a minor but deliberate instrument of the early reform economy.
