Issued as part of the FAO's "Food for All" campaign, this coin was one of dozens struck by developing nations in the early 1970s at the FAO's direct request and financial coordination — the organization actively approached governments and arranged production contracts with foreign mints. Bhutan had no functioning domestic mint at the time, and most coinage of this period was produced in India or Britain on contract.

Circulation in Bhutan was limited by the country's minimal monetized economy in 1974, and many FAO issues globally ended up in collector packets rather than trade channels.
