Samoa's lunar series issues are produced under licensing arrangements typical of the Pacific island mint-program model, where the issuing authority lends its name to coins designed, struck, and distributed almost entirely by third-party minting houses — in this case almost certainly one of the major Australian or New Zealand private mints.
