Samoa's Lunar series issues are struck under contract by external minting houses — this piece almost certainly by Coin Invest Trust or a comparable European die-cutting facility, not by any domestic Samoan infrastructure. The Central Bank functions here essentially as a licensing authority, lending its name to a collector product with no meaningful circulation history.
