The 1990 issue commemorates the sesquicentennial of the Treaty of Waitangi, signed on 6 February 1840 between the British Crown and over 500 Māori rangatira. The anniversary was politically charged — protests at Waitangi that year were among the most significant in decades, reflecting deep Māori grievance over the Crown's historical failures to honour treaty obligations. Minting a commemorative coin in this climate was not an uncontroversial decision.

The .925 silver proof belongs to a broader suite of commemorative denominations released by the Reserve Bank for the sesquicentennial year, the last before New Zealand's coinage underwent a comprehensive redesign in 1999.
