Haiti's transition from solid nickel to nickel-clad steel for this denomination in 1995 was a straightforward cost-reduction measure, part of a broader pattern across Caribbean and Latin American mints during the 1990s as nickel prices made solid-alloy coinage economically untenable for low-value pieces. The country was simultaneously navigating the aftermath of the 1991 coup against Aristide and the crippling OAS trade embargo, conditions that compressed the central bank's operational budget considerably.
