The 20 Bolívares series of the 1970s and 1980s was printed by ABNC across multiple successive signature varieties — P#64A being one of several near-identical issues distinguishable primarily by the signing officials rather than any substantive redesign. Venezuela's relationship with ABNC stretched back decades, a partnership rooted partly in the fact that domestic security printing capacity remained limited well into the late twentieth century.

By 1987, the bolívar was already under pressure from falling oil revenues and fiscal deficits following the collapse of global petroleum prices in 1986. This denomination circulated heavily in that environment.
