Panama's 1977 treaties with the United States — negotiated under the Carter administration after decades of Panamanian pressure, riots in 1964 that killed over twenty people, and the eventual severing of diplomatic relations — set a phased handover that concluded at noon on December 31, 1999. The canal transferred fully to Panamanian authority under President Mireya Moscoso, who refused to invite U.S. officials to the ceremony. This 2016 issue marks that handover at roughly the midpoint between the transfer and the canal's centennial expansion, which opened the same year to accommodate post-Panamax vessels.
