Justo Arosemena was the 19th-century Panamanian jurist and political theorist who, in 1855, drafted the federal state constitution that gave Panama its first period of genuine autonomous governance within the Granadan Confederation. His argument that Panama's geographic position demanded a distinct political status was prescient in ways he did not live to see.
