Somalia's Central Bank had been effectively non-functional since the collapse of Siad Barre's government in 1991. By 2010, the Transitional Federal Government — itself operating without stable territorial control — authorized new currency issues, but physical distribution remained severely limited. Notes nominally issued under the Central Bank's name circulated alongside a flood of "Somaliland shilling" issues and old pre-collapse stock, creating a fractured monetary environment where denomination credibility was almost entirely separate from institutional credibility.
The 20,000 shilling denomination reflects the severe cumulative inflation that had eroded earlier face values into irrelevance. A watermark-only security specification at this date suggests constrained procurement options.
