Nassau-Lahn issued this note during the hyperinflation peak of mid-1923, when municipal and regional authorities across Germany were printing emergency currency — Notgeld — simply to meet payroll and cover daily transactions. The Reichsbank could not supply enough physical currency to keep pace with the collapsing mark, so thousands of local bodies became de facto issuers almost overnight.
Twenty million marks sounds extraordinary until you remember that by November 1923 a single US dollar was worth roughly 4.2 trillion marks. This denomination, enormous by any prior standard, was already borderline inadequate within weeks of printing.
