Remscheid's hyperinflation notgeld from 1923 sits in the densest part of the crisis — by the time twenty-million-mark denominations were being printed municipally, the Reichsbank had effectively lost control of the money supply and cities were issuing their own emergency currency just to meet weekly wage obligations. Remscheid was an industrial center in the Bergisches Land, heavily dependent on metalworking, and its workforce needed to be paid in something spendable before the value evaporated between Friday and Monday.
L. Hartmann signed as Oberbürgermeister, lending the note whatever institutional authority a city government could muster in those months. Local printing kept turnaround fast — a practical necessity when denominations became obsolete within days.
