Kreiskommunalverband Geldern issued this 20-million Mark note at the peak of the Weimar hyperinflation, when municipal and district authorities across Germany were legally printing emergency currency — Notgeld — to keep local wages and commerce moving. The Reichsbank simply could not produce denominations fast enough. By August 1923, twenty million marks would not have bought a loaf of bread.
Geldern, in the Lower Rhine region, was under French and Belgian occupation at the time as part of the Ruhr occupation that began in January 1923. Local administrations in occupied territories faced the additional complication of occupying forces occasionally confiscating or refusing certain issues.
