Frankenthal's municipal treasury issued this note at the absolute peak of Weimar hyperinflation — by late 1923, the Reichsbank could not supply emergency currency fast enough, and thousands of local authorities, firms, and municipalities printed their own Notgeld to meet payroll and keep commerce moving. The 20,000,000 Mark denomination places this squarely in that frantic late-summer to autumn window, when values doubled within days and print runs were obsolete almost before the ink dried.
Frankenthal at the time was under French occupation as part of the Rhineland buffer zone established after Versailles, adding a layer of administrative complexity to an already chaotic monetary situation.
