Oppenheim was a small district in the Rhine-Hessen region that, like hundreds of German municipalities, resorted to printing its own emergency currency during the hyperinflation of 1923. The Kreisausschuss — the district committee — had no meaningful monetary authority; it was simply an administrative body trying to keep local commerce functioning when Reichsbank notes became worthless faster than they could be distributed. A denomination of 20 billion Mark is not an exaggeration for the period: by late 1923, a single loaf of bread in Germany could cost tens of billions.
Notgeld at this scale was rendered obsolete within days of issue.
