Dortmund's municipal authority — covering both the city and the surrounding Landkreis Hörde — issued this 20 billion Mark note at the absolute peak of the Weimar hyperinflation, when the Reichsbank could not supply sufficient emergency currency fast enough to keep local economies functioning. Municipalities, districts, utilities, and private firms all printed their own Notgeld to fill the gap, and W. Crüwell was one of several Dortmund printers pressed into that service.
By November 1923, the denomination itself was nearly worthless before the ink dried.
