The Amtshauptmannschaft Rochlitz was a rural Saxon administrative district, and its decision to issue emergency currency at the twenty-billion mark denomination reflects precisely where Germany stood in autumn 1923 — the point at which even small regional authorities had no choice but to print their own money simply to meet payroll. Graphische Werke in Dresden handled a considerable volume of Saxon Notgeld during the hyperinflation peak, producing notes for multiple district bodies in quick succession.
The watermarked paper is worth noting: at denominations this large, some issuing bodies dispensed with security features entirely. Rochlitz didn't.
