The Pei Hai Bank was a Communist Party financial institution established in Shandong province in 1938, operating under the Bohai base area administration. Its notes circulated in Japanese-occupied territory alongside puppet currency — an inherently unstable environment that required constant reissuing and replacement, which limits the survival rate of any given type.
The "31" dating follows the Republic of China calendar. By 1942, the base area economy was under severe pressure from the Japanese mop-up campaigns, and Pei Hai notes from this period were produced under wartime field conditions rather than a centralized print facility.
