North Korea's hard-currency commemorative program, active since the 1970s, was never intended for domestic circulation — these pieces were produced exclusively for export sale to foreign collectors, generating foreign exchange for a state perpetually starved of it. By 2001, the program had expanded into dozens of annual wildlife and nature themes, with several mints outside the DPRK handling actual production under contract.
KM#781 is one of multiple distinct types sharing the "Fauna of Asia" umbrella from this year, making series attribution without the original packaging occasionally unreliable.
