Comments

Shanghai Municipality ran its own parallel rationing system largely independent of the national grain coupon network, and these local stamps were non-transferable between provinces — a deliberate administrative friction that tied residents to their registered household location under the hukou system. The 1972 date places this squarely in the later Cultural Revolution period, when municipal grain bureaus operated under severe bureaucratic constraint but continued issuing ration instruments with remarkable consistency.

Two shi liang — one-eighth of a jin — is a notably small denomination, calibrated for fine-grained daily accounting rather than bulk allocation.
