Chinese provincial food rations stamps (粮票, liángpiào) were not currency but had the practical weight of money for anyone trying to eat. Issued under the grain rationing system that ran from 1955 until its formal abolition in 1993, these stamps were allocated by household registration — the hukou system — meaning a stamp issued in Hunan Province was worthless outside it. Traveling workers and students routinely had to obtain national-issue stamps through their work units just to purchase food away from home.
The 1974 date places this squarely in the latter phase of the Cultural Revolution, when provincial bureaucratic infrastructure was being gradually reasserted after years of disruption.
