Issued under the UN Food and Agriculture Organization's coin program, which ran from the late 1960s onward and enlisted central banks worldwide to mint commemorative circulation pieces promoting agricultural development. Ceylon's participation came at a politically charged moment — within four years of this issue, the republic would sever ties with the Crown entirely, rendering Elizabeth II's appearance on Ceylonese coinage permanently obsolete by 1972.
