India's small-denomination coinage in this period was caught in a persistent paradox: the cost of producing low-value stainless steel coins was approaching or exceeding their face value, a problem the Reserve Bank publicly acknowledged but did not resolve during these years. The 2 Rupee piece continued circulation largely out of institutional inertia and the practical needs of rural cash economies where digital payment infrastructure remained uneven.
