During the Russian Civil War, the Chita branch of the State Bank operated under the authority of the Transbaikal Provisional Government and later the Far Eastern Republic — a period of overlapping and competing monetary authorities that forced regional branches to improvise. This note is a revenue stamp repurposed as circulating currency, a practice born entirely of necessity when proper banknote printing was simply unavailable. The "Type 2" designation distinguishes it from a closely related provisional issue that differs in overprint detail or perforation characteristics.

Chita-issued provisionals from this period are among the more historically complex of all Russian Civil War emissions, given how rapidly the region changed hands between 1918 and 1920.
