Issued as part of a six-coin series commemorating cities awarded the "Hero City" designation for their defense against German forces in World War II. Moscow received the title in 1965, on the twentieth anniversary of victory, though the battles fought on its outskirts in late 1941 — where Wehrmacht units came within twenty miles of the Kremlin — made the honor overdue by any measure. The series was struck in a single year and not continued.
