Finlands Wäxel-, Depositions- och Låne-Bank was established in 1811 under Russian imperial authority, just two years after Finland became a Grand Duchy of Russia following the Finnish War. It was the first bank of issue on Finnish soil, and its early notes — including this 1819 piece — were denominated in roubles, not in any distinctly Finnish unit, reflecting the complete monetary subordination of the new Grand Duchy to St. Petersburg.

The watermark is the sole security feature, consistent with early 19th-century Finnish printing practice before more sophisticated anti-counterfeiting measures were adopted later in the century.
