Fujairah was among the smallest and least-known of the Trucial States, a territory so marginal that it lacked even a paved road until the late 1960s. When the UAE federation was still forming, several of these proto-states briefly contracted with foreign agencies to produce commemorative and collector-oriented issues — coins that circulated nowhere and were aimed squarely at the international numismatic market.

Nixon's 1969 visit to several Gulf states provided the political hook. The issue predates Fujairah's formal incorporation into the UAE by two years.
