| Obverse description | The third effigy of Queen Elizabeth II faces right, wearing the George IV State Diadem and draped in robes, as modelled by Raphael David Maklouf. The sovereign's portrait is rendered in high relief against a plain field. The circumferential legend reads ELIZABETH·II·DEI·GRATIA·REGINA·F·D, invoking her titles as Queen and Defender of the Faith. The denomination 2 POUNDS appears in the lower obverse field, flanked by the engraver's initials RDM. |

UEFA Euro 1996 was the first major international football tournament held in England since the 1966 World Cup, and the Royal Mint issued this proof alongside a base-metal circulation strike — an increasingly common dual-issue strategy by the mid-1990s. The tournament itself is remembered as much for Gazza's dentist chair celebration and the penalties defeat to Germany as for any numismatic occasion.
