South Georgia and the South Sandwich Islands held no permanent civilian population in 2006 — the islands are administered from the Falklands and staffed only by researchers and a small government officer contingent. Coins issued in the territory's name are produced entirely for the collector market, with no circulation function whatsoever. The KM#28 attribution places this squarely in a period when the territory was issuing multiple commemorative types annually through external minting arrangements, most likely with Pobjoy Mint.
