Halberstadt's iron Notgeld issues emerged from the acute metal shortages of the First World War, when the imperial government progressively withdrew copper and other base metals from circulation for munitions production. Municipal and district authorities across Germany were left to fill the resulting gap with whatever materials remained available — hence iron. The Landkreis issues are administratively distinct from those of the city of Halberstadt itself, a distinction collectors frequently overlook.
