Dampfmolkerei H. Wiencke was a steam dairy operation in Rostock — a private commercial enterprise, not a bank or municipal authority. This note is Notgeld, issued during the hyperinflationary spiral of the early Weimar years when small-denomination coinage disappeared from circulation entirely, hoarded or melted, leaving merchants and manufacturers to print their own fractional currency to make change. Dairies, breweries, and bakeries across Germany did the same.

Two Pfennig is an unusually small denomination even for emergency issues of this period. Wiencke apparently needed change that fine.
