Roquetas de Mar was a small fishing and agricultural settlement on the Almería coast when the Civil War broke out in 1936. Like hundreds of other Republican-held municipalities that suddenly found themselves without functioning currency, the Consejo Municipal issued its own emergency fractional notes — locally produced, locally circulated, and recognized nowhere else. Papelería Lacoste in Almería was a commercial stationery supplier pressed into service as a printer, which accounts for the modest production quality typical of Almería provincial issues.
These municipal emergency notes (known collectively as "billetes locales de guerra") were declared invalid almost as quickly as they were issued, and most were discarded. Survivor rates for Almería series are generally low.
