Almadén's municipal council issued this note during the Spanish Civil War, when the Republican zone experienced a catastrophic shortage of fractional coinage. Small change had effectively vanished from circulation — hoarded, melted, or simply absent — and hundreds of local bodies across Republican Spain were authorized, or simply took it upon themselves, to issue emergency paper. These billetes de necesidad were a practical stopgap, not a monetary policy decision.

Almadén itself was strategically significant: its mercury mines, among the richest in the world, were a genuine Republican asset with international economic implications. Whether that gave the local council any special authority or resources is unclear — the note exists because the alternative was no change at all.
