The World Wildlife Fund issued a wave of commemorative coinage through cooperative agreements with smaller Pacific and Caribbean nations throughout the 1980s, using the collector market to fund conservation programs directly. Tonga was among the more willing partners — Taufa'ahau Tupou IV had a personal interest in environmental causes unusual for the region's heads of state at the time.
The WWF's 25th anniversary in 1986 anchored the timing of this release.
