Tonga's 1979 wildlife series was issued partly in response to the global "Save the Whales" campaign that had gained significant momentum through the late 1970s, with the International Whaling Commission under sustained pressure to expand its moratorium on commercial hunting. Tonga itself had no whaling industry to speak of, but humpbacks migrate through Tongan waters seasonally, giving the subject genuine geographic relevance rather than the cynical opportunism seen in some island-nation bullion programs of the same decade.

Struck to .999 fineness rather than the more common .925 used by most contemporary proof issues, which accounts for the slightly softer surface definition sometimes noted on these pieces.
