Issued to mark the 25th anniversary of Maltese independence from Britain, which came into effect on September 21, 1964 — a date negotiated under Prime Minister Giorgio Borg Olivier after years of failed integration referenda and constitutional deadlock. The independence settlement left Britain with retained military base rights, a arrangement that would generate considerable political tension through the following decade before the last British forces departed in 1979.
