San Marino's 1989 coinage program fell within the republic's long-running annual series of thematic mint sets, issued primarily for collectors rather than circulation. By this point the sets had become a reliable revenue stream for the government, with the numismatic office coordinating new themes each year to sustain collector interest across international markets. Most examples encountered today remain in original packaging, uncirculated by design.
