Ukraine's earliest post-Soviet coinage was struck in Italy — at the Banca d'Italia's mint in Rome — because domestic minting infrastructure was not yet operational when the hryvnia system was being prepared. The absence of a mint mark on this aluminium issue directly reflects that outsourced production, a quiet admission that the newly independent state had to go abroad to physically manufacture its own currency.
