The Vneshposyltorg series of Foreign Exchange Certificates — of which this 2 Kopeck piece is the smallest denomination — formed the backbone of a parallel currency system the Soviet state used to capture hard currency from citizens who received remittances or packages from abroad. Rather than allowing direct possession of foreign money, Gosbank converted those values into these certificates, redeemable only at Beryozka shops where imported and otherwise unobtainable goods were sold. The ruble-denominated public had no legal access to that retail network.
The 1961 series was introduced alongside the general Soviet monetary reform of that year. These low denominations saw heavy use as change at Beryozka counters.
