Issued as part of the United Nations Food and Agriculture Organization coin program, which ran through the 1960s and 70s and encouraged participating nations to mint coins carrying agricultural themes as a form of soft diplomacy tied to rural development messaging. Rwanda joined the program in its early post-independence years, still operating under the monetary framework established after separating from Burundi following the 1964 dissolution of the Rwanda-Burundi franc zone.

FAO issues from small African states in this period were frequently struck in limited quantities and saw genuine circulation rather than collector distribution.
