French chambers of commerce began issuing emergency paper money in August 1914 when the mobilization order triggered an immediate hoarding crisis — gold and silver disappeared from circulation within days, and the Banque de France could not print small denominations fast enough to compensate. The Clermont-Ferrand and Issoire chamber was among the first wave of provincial issuers, and its notes circulated for over a decade, well past the wartime emergency that originally justified them.
Arnault's involvement places this among the more carefully produced provincial issues. The handstamp security feature is minimal by any standard — a practical concession to speed over sophistication in 1914, never upgraded during the long run of the series.
