Boulogne's chamber was among the earliest to act, commissioning emergency fractional notes from a local press rather than waiting for any central authorization that was slow to come.

The JP#31.7 à 10 grouping covers four distinct signature combinations on otherwise identical notes — a detail that trips up collectors who assume the issue is simpler than it is. The watermark, unusual for a provincial commercial emergency issue of this period, likely reflects Société Typo-Litho working with whatever security stock they had already sourced.
