French chambers of commerce were authorized to issue emergency small-denomination notes following the acute coin shortage that developed after 1914, and many continued doing so well into the 1920s as official coinage remained scarce. Bayonne's chamber was among the provincial issuers that persisted longest, which is why a 1921 date appears unremarkable until you consider that most metropolitan chambers had already wound down their emissions by 1919–1920.
The JP reference splits this across two catalog numbers (71/72), indicating a known variant — most likely a difference in serial numbering format or signatory.
