The Chambres de Commerce emergency issues of 1914–1918 filled a vacuum created almost overnight when the French public began hoarding coins at the outbreak of war. Angoulême's chamber was among the earlier provincial bodies to act, and by 1915 small-denomination paper was circulating across the Charente department as a practical substitute for metal that had effectively vanished from daily transactions.
Keller frères printed locally, which kept production costs down and turnaround fast. The watermark security feature was modest by national standards but sufficient to deter casual forgery in a regional economy.
